Report: Japan Plans First Export of Command-and-Control System to Philippines

Japan is preparing to export a command-and-control system to the Philippines, Japanese government sources told Asia News Network.

If finalized, the initiative would mark Japan’s first overseas transfer of military command-and-control capabilities.

The system, developed by Mitsubishi Electric, collects and analyzes radar data on foreign aircraft and vessels and issues operational instructions to military units.

The initiative is intended to improve information-sharing between Japan’s Self-Defense Forces and the Philippine military, strengthening their ability to respond to potential threats in the East and South China Seas.

Boosting Cooperation

Japan and the Philippines are expanding security cooperation after agreeing in February to establish a high-level strategic dialogue, while a pact approved last year would allow reciprocal troop deployments and broader joint exercises on each other’s territory.

The move comes after a series of incidents between China and the Philippines in the South China Sea, including close encounters involving Chinese navy and coast guard vessels near disputed areas.

Japan also maintains a territorial dispute with China over the Senkaku/Diaoyu Islands, located in the East China Sea northeast of Taiwan, and is concerned about its proximity to the island, which China claims as its territory.

Moreover, tensions between Tokyo and Beijing have increased in recent weeks after Prime Minister Sanae Takaichi stated that a potential Chinese attack on Taiwan could pose a “survival-threatening situation” for Japan, a scenario that might trigger a military response under Japanese law.
